Making much divisions are not good, since it would mean there are about 2 or 3 units each in a division. I ran into this problem with OTA before and it turned out to be a complete mess. Divisions are okay, but don't make much of them because you need to control them (makes you extra work) and will have 2 units in each division. I like the idea of the OfC, EpU, DvL ranking, which is what we had in old PS. Though I don't think it ever gets accepted because this community - for some reason - has hatred towards DvL so... I don't know, perhaps there should be a poll about this.

I can admit I am the source of hate when it comes to DvL. They end up being like useless (and usually also inactive) politicians, SeC doing their work for them and EpUs do the rest of it.
I can agree to everything else except divisions and DvL. We have 10 people in JULIET squad, still only 3 of them play actively on the server each day. If we have 3 divisions, we will have 1-2 active people per division which makes no sense. Considering we have 8 different ranks, we will also end up with over 75% of the units becoming leaders which also makes no sense.

Some additions. A basic guide to a HELIX division. What is HELIX? What is it's purpose? HELIX is the Medical Division within the MPF force at City Eighteen. CHAPTER 1: What is UNION? UNION is the main reactionary and general division of the Metropolice Force, with tasks such as Leadership, Tactical Knowledge, and Sociostability Management falling under their jurisdiction due to their profession in the three subjects. Although UNION is specialized in Sociostability Management, it does not mean they are the only ones who enforce it. Any Metropolice Officer from their corresponding division should be outside of the Nexus performing their standard directives to ensure the Sociostability remains intact, unless their division based work occupies them. ________________________________________________________________________________________ CHAPTER 2: What is (UNION’s) Jurisdiction? Jurisdiction is the boundary line of each division within the Metropolice Force, which is determined by a certain division’s profession or skill in a certain subject. Jurisdiction exists in order to keep any and all important tasks organized and restricted to those specialized in the subject.
For example, HELIX’s jurisdiction revolves around Medical operations, which is utilized inside the Med-Bay. As such, a HELIX unit can order a UNIONunit out of the Med-Bay regardless of rank, but within reasoning.
UNION’s jurisdiction revolves around the practices of Leadership and Tactical Knowledge, as well as the skill in Sociostability Management. As such, a UNION unit can order units from another division to perform a certain Standard Directive, or to lead a squadron of units during a certain a situation regardless of rank, but also within reasoning. This does not apply to UNION ground units towards HELIX High Command units and vice-versa to keep the image of Chain of Command intact and to not misinterpret each rank’s authority. ________________________________________________________________________________________ CHAPTER 3: Standard Directives: In order to keep the Sociostability of the Industrial Sector of City Seventeen intact, we Metropolice Units perform a multitude of different procedures and activities known as Standard Directives to keep the City is stable condition and its inhabitants in check. With that being said, the following directives are what every unit in the Metropolice Force should be performing to keep our sector in proper condition, and that our benefactors can rest assured knowing that this piece of their Civilization is being protected by the hands of our very Union.
District Patrolling The act of performing a revolution throughout the city streets of District One to ensure the city is in stable condition without any anti-civil activity occurring in remote areas on the outskirts of the district. A full district patrolling team requires a minimum of two units for the safety and well-being of both units patrolling, as well as maximum efficiency when dealing with a situation. If there are a lack of units outside, you may perform a lone patrol of the Plaza at your own discretion. Lone patrols towards the outskirts of District One (up to the Train station and Distribution Terminal) are prohibited.
When the Sociostability’s level is GREEN, those patrolling may only have their stun batons equipped. If and when it is elevated to YELLOW, units are authorized to have their side arm unholstered and in hand to pacify or sterilize a situation with ease, as well as staying on alert. If the Sociostability elevates to RED, ground units are authorized to the best weapon at their disposal depending on their rank, whilst staying on high alert. It is at a High Command unit’s discretion to authorize a ground unit a firearm that they are normally restricted to during times of strife.
Ration Distribution An occasional Ration Distribution Cycle must be held in order to distribute the required necessities to the populace to keep them in shape for the work they have to contribute to the Universal Union later on. A Distribution Cycle requires a minimum of three units, with one of them watching the line, one watching the entry point of the Terminal, and the third distributing the packets to those in line.
When distributing, Civil Workers are top priority, meaning they are served first before an average civilian may receive their ration packet. Depending on the loyalist status of a certain civilian, they may receive an extra ration or two. The following list shows which type of citizen/loyalist receive a benefit when it comes to them gaining a ration. (-8) and below Loyalty points – 0 Rations (-7) to (24) Loyalty points – 1 Ration (25) to (34) Loyalty Points – 2 Rations (35) and above Loyalty points – 3 Rations Civil Worker Status – Extra ration.
Note: Citizens are not obligated to receive a ration. If you believe a citizen is undeserving of a ration within reasoning, feel free to deny them.
Request Response When a member of the populace reports in an anti-civil occurrence via requesting device or informing a unit head on, the report must be investigated and solved. If you believe the report is a farfetched or may be a trap, do not hesitate to call in another unit to watch your back, or take another approach to the target location. If it is a false call, assert a reasonable punishment to the reporter. If the call is legitimate and has been investigated, make sure to reward the reporter with a reasonable amount of loyalty points.
Citizen Work Desk Manning The populace of City Eighteen are expected to work to maintain their civil status and to keep the city functioning. A single unit is required to man the job desk, and their task is to give out work that needs to be completed by the population. Work varying from sweeping the plaza, picking up garbage, washing windows, and so on are distributed from this desk. Once a citizen is finished working, reward them with a reasonable amount of loyalty points.
Workblock Initiation Workblocks are required to perform large projects to aid the city, such as filling up ration packets, repairing a large building, filling up bio-gel vials, etcetera. When there is not an industrial worker available, 01’s and higher are authorize to host their own workblock. Workblocks should require a minimum of two to three units to watch over the citizens working depending on how serious/important the work is, as well as to make sure they do not steal any resources from the warehouse. Once a workblock session is complete, make sure to search the citizens of their possessions to make sure they do not have any stolen resources from the workblock on them, as well as rewarding them with a reasonable amount of loyalty points and tokens for their work.
Guarding Point of Interest Civil Worker Shops are often targets of robberies and other incidents, and are sometimes successful because of the lack of units within the area or late response time. Therefore, a countermeasure to this is to have a minimum of one unit guarding the area. Simply stand in a corner with your baton in hand and watch those entering the shop, as well as looking over their transactions to make sure it’s legitimate. If a situation occurs in the building you are guarding, make sure to call in more units for assistance.
Apartment Registration When a citizen first drops off the train station, the first thing they will most likely do is head over to the UCH and apply for a room. Due to this, an MPF unit is needed at the UCH behind the desk in order to register the populace an available room for them to reside in. Simply ask the citizen to provide their name and CID, search their data file and add which room they are going to be residing in, and send them off with a key to the corresponding room locating in the desk. (Make sure you tell them to press F2 on the door to own it as well.)
Apartment Sweep/Inspection The UCH is a common location for anti-civil activity and disturbances, as well as it being the main building where the population resides. When a situation gets out of hand either in the UCH or outside, the entire population of City Eighteen is called into the UCH for an Inspection. Once the citizens have gathered, the units are required to search the citizens in the lobby of their possessions, as well as viewing their datafile to make sure their civil status is still valid. The rest of the units are to sweep the rooms above the lobby to root out any citizens attempting to avoid the Inspection, then send them down to the lobby to be searched. An Inspection requires at least 6 units, with half of them sweeping the UCH rooms while the other half search the citizens in the lobby and watching over them. ________________________________________________________________________________________ CHAPTER 4: Sweeping Procedure The slums and its inhabitants are the main source of the conflicts and chaos that occur throughout the city. Due to this, sweep teams authorized by an OfC+ or lead by a UNION 01+ are established to deal with these problems by sweeping the district and rooting out any anti-citizens. Before a team sweeps, there are multiple different factors that the team leader must take into consideration before injecting. Those factors being…
1. Formation: The formation revolves around the positioning and spacing of each units within the formation. In City Eighteen, the most common formation we use is a Column Formation (Straight line, front & behind each other) for easy and smooth maneuverability throughout the tight alleys and sharp turns within the District. The leader of the team is located at the front of the column to guide the team throughout the District and give out orders when needed. There will also be a single rear guard at the very back of the column, who should always be watching the sweep team’s back to ensure no one can ambush from behind, who may turn around frequently to make sure they are still following the sweep team. Temporarily installing a radar on the rear guard’s hud is advisable to make sure they are still following the team whilst watching their back. With formation also comes spacing, in which there are two varieties to it. Tight Spacing, as the name suggests, is when the units in the column leave little gap between themselves to quickly navigate throughout the district and to stay together. This is more effective when there is a low amount of units in the sweep team, and moving to a target location is a priority. Grenade Spacing is when the sweep team leaves a large gap between themselves to quickly respond to a situation without having the trouble to get past a unit in the way. Grenade Spacing is more effective when you have a large sweep team, and as the name suggests, when trying to avoid a grenade or other projectiles without worrying about bumping into your fellow units.
2. Rules of engagement: Before injecting into the slums, make sure you inform your squad mates on how the sweep team will be handling interactions with the population within. Will you sterilize everyone you see on sight, search everyone that crosses your path, or do you have a target location/individual that you are searching for? These details should be given be those you are leading in the squad to ensure you are all on the right foot and following the same objective, but should also be simple and concise so that you are not spending too much time discussing your approach.
3. Planning: When performing a Silent or random sweep, you should have plenty of time to plan out your approach into the district before actually injecting. Therefore, you should utilize everything that you have at your disposable to give you the advantage when sweeping. Send in a scanner or two into the District to reconnaissance and locate those in the slums before going on, authorizing your squad mates to a better firearm temporarily, grab some Industrial Uniforms and disguise your team as if they are inhabitants of District the slums. You are part of the Metropolice Force, and we serve under the Universal Union. The difference between us versus our enemy is our vast amount of technology, which should be utilized to ensure our victory. ________________________________________________________________________________________ CHAPTER 5: UNION Chain of Command
Ground Units UNION 05: Straight out of recruitment and fresh on the streets. These units only know what they have learned from their training sessions that got them up to this rank, as well as the little experience they received on the field in between the testing they received as part of their recruitment. In this stage, 05’s should be looking up to the units above them as role models and guidance for their career in the MPF in the near future. 05’s in UNION should only have a general understanding of what they have learned in their recruitment stages, and are suggested to read on additional documents such as the MPF Primer.
UNION 04: Those who are now experienced on how to manage and contain the Sociostability by performing the standard directives necessary. Once they are on-duty, these units should clearly know what needs to be and which directives they need to be assigned to ensure the city is stable and the Sociostability remains intact. These units should have a general understanding on their duties and what it means to be an officer in UNION, while continuing to look up to their superiors as guidance for further advancement.
UNION 03: Veterans who have spent much of their time within the Metropolice Force, and have a clear understanding of every standard directive that exists, and have pooled in much experience to be considered a professional in the subject. Units that have achieved this rank are considered as role models to those below their rank due to the knowledge they possess regarding Sociostability Management and overall how to be a Metropolice Officer. These units are still renowned as Followers, although are one step away from being recognized as a Leader.
Junior Non-Commissioned Officers UNION 02: The first rank to be considered an actual leader. Handpicked by High Command, units that have attained this rank are known to have exceptional skill as a leader, and should use this Leadership to ensure the Sociostability is kept intact under their supervision by ordering units to perform certain Standard Directives. To further portrait their leadership status, they are equipped with an MP7A1 Sub-machine gun for an increase their proficiency when in the field. As part of Jurisdiction, these units may order other units from another division when outside regardless of rank, but within reasoning in order to assign directives as part of their profession.
UNION 01: The pinnacle of being a Metropolice Officer, and one step away from reaching the ranks of High Command. Handpicked by the Division Leader themselves, these 01’s are renowned as squad leaders for their skill in Leadership. As such, they are authorized to form and lead injection teams into District Two, as well as hosting UCH Inspections and Ration Distribution Cycles. When a position in High Command is available, units in this rank are evaluated and chosen for the position based on whether or not they have the aptitude and necessary skill for it.
Non-Commissioned Officers (High Command) Divisional Officer (OfC): The NCO’s of the division, who are also renowned as veteran leaders and long serving Metropolice Units. With the vast amount of experience they have learned during their time within the police force, they pass it down to their subordinates through trainings and evaluations. Equipped with a Franchi Spas-12, Tier-Three Kevlar, a trench coat, and battle hardened experienced, they are mostly seen outside in the field commanding and leading those below into battle, or assigning them standard directives as part of their division’s priorities. They also handle internal division affairs, and may promote, demote, and punish units based on their performance, professionalism, and etiquette. They should be looked up to as guidance for the average Metropolice Unit, and carry an air of respect for their status.
Elite Protection Unit (EpU): The second in command and essentially an advisor to the Division Leader. With much knowledge they have received during their time in the Metropolice Force, they distribute back down to their subordinates by assisting their Division Leader with evaluations and training. If something were to happen to the Division Leader, the Elite Protection Unit must always be ready to take their place in case of an emergency as their natural heir.
Commissioned Officer: Division Leader (DvL): The individual that has full autonomy over their division. Under their supervision, they ensure that the division they lead is prosperous and successful, and plan evaluations and training for the ground units of their corresponding division to ensure they are up to date on the latest changes and trained on required tactics and procedures. Division Leaders mostly deal with internal affairs regarding their division, as well as ordering units on the field to perform certain tasks and directives from the inside. They are also responsible for making division wide changes in collaboration with their subordinates, to ultimately keep the division on their feet and level headed, whilst staying effective.
How does one advance throughout the ranks in UNION?: A. Attend the weekly training and evaluation session hosted by High Command in order to keep up to date on the latest changes and refreshed on important tactics and procedures, while being evaluated based on your performance in those training sessions for a possible advancement.
B. Get noticed by High Command. UNION is naturally the largest division, making it difficult to be noticed individually as a unit. In order to get noticed by High Command, perform your standard directives outside and radio in your progress and status often to give all the units an overview of how the city is doing, perform a standard directive on your own initiative rather than waiting to be ordered to do so by your superior, or start ordering your subordinates and those in another division to perform standard directives and take up activities required to ensure the Sociostability is intact. Never ask for a promotion. It is High Command that deems you worthy of an advancement, not yourself. Asking/begging for a promotion will get you nowhere, and you will be considered unworthy of an advancement due to your unprofessionalism.
Note: Not everyone is fit to be a leader. Being skilled in Leadership is based on natural selection, and unlike HELIX or GRID work, a textbook or studying is not going to increase your performance whatsoever. Experience can only be gained by leading units on simpler matters such as Sociostability Management, until your performance eventually increases to the point that you can lead units around, which is how units transition from 03 to 02. If you are stuck at the rank of 03, it does not mean you are a terrible unit, but rather you lack insufficient knowledge on Leadership. ________________________________________________________________________________________ Glossary: Sociostability: The integrity of the city, leveled by GREEN (Safe & secured), YELLOW (Caution, Fractured/Damaged), and RED (Danger, Severely damaged)
Standard Directive: An activity performed on a daily basis by the Metropolice Force to ensure the city is kept intact and is completely under the Universal Union’s control by expanding our influence.
Jurisdiction: The boundary line enforced between each division within the Metropolice based on one’s professions.
Chain of Command: The hierarchy within the Metropolice Force, consisting of a ranking system, with each step of the chain holding a certain amount of authority.
