We changed map to rp_c18_rcj_v3.
What is unique in this map?
- combine can turn off the power from the city, resulting in every single building become dark, except the nexus
- APC patrol is supported
- the map is so tight that it's easy to plan anti-citizen activities, much easier than in the previous map.
- scanners can come out of the nexus independently because of small automatically opening panels
- more shortcuts for combine

ICly, the city is filled with anti-citizen acitivty, and Civil Protection is weaker than in City17, because of the culture of having resisting union acceptable if unsatisfied. The City Administrator also doesn't care about being strict and wants to bring welfare for the citizens even though they might not be union-minded.
Like was told in our newspaper.
